Read this ha...

For the very first time, the Philippine Senate will
tackle proposed bills that seek to penalize
discrimination against lesbians, gays, bisexuals, and
transgenders (LGBTs). On August 9, 2006, the Senate
Committee on Labor, Employment, and Human Resources
Development, chaired by Sen. Jose "Jinggoy" Estrada,
will hold a public hearing on three
anti-discrimination bills that provide protection for
Filipino LGBTs against discriminatory policies and
practices in the areas of employment, education,
health care, and public service, among others.
The three bills are SBN 165 (by Sen. Luisa 'Loi'
Ejercito-Estrada) , SBN 1641 (by Sen. Miriam
Defensor-Santiago) , and SBN 1738 (by Sen. Ramon 'Bong'
Revilla, Jr.). They were all referred to the Senate
Committee on Labor, Employment, and Human Resources
Development. Of the three bills, SBN 1738 is the most
comprehensive. It is also the same as House Bill 634,
a counterpart bill filed by AKBAYAN Representatives
Loretta Ann Rosales, Mario Aguja, and Risa
Hontiveros-Baraquel , which was already approved by the
House of Representatives Committee on Civil,
Political, and Human Rights.

LAGABLAB supports the three bills and endorses SBN
1738 as the main reference bill for all the
LGBT-related anti-discrimination bills that the Senate
Committee will tackle since it the most inclusive.

Since 1999, the Lesbian and Gay Legislative Advocacy
Network Philippines, Inc. (LAGABLAB-Pilipinas ), a
network of several lesbian, gay, bisexual, and
transgenders (LGBT) organizations and individuals, has
been push for a national legislation that would
criminalize discrimination against Filipino LGBTs.
During the 12th Congress, the House of Representatives
approved the same bill (then numbered H.B. 6416), but
the Senate failed to approve it.

LAGALAB is once again urging NGOs and concerned
citizens in the Philippines and the international LGBT
community to support the passage of a national law
that penalizes discrimination against lesbians, gays,
bisexuals and transgenders.

Background

Despite popular notions that "homosexuality is
tolerated in the Philippines" , Filipino LGBTs still
encounter discrimination in many areas. Within the
family, sexual abuse and physical assault are employed
to 'cure' LGBTs of their 'disease'. Discriminatory
policies and practices also create a climate of
impunity for those whose hatred against LGBTs may lead
to further abuses, or even death.

Below are some of the cases that LAGABLAB and its
organizations were able to document:

"Masculinity tests," or the imposition of an arbitrary
test to weed out gay students who wish to enter some
schools. Implemented by some Catholic schools, the
test is done by a panel of teachers and school
admissions officials. Those who flunk the tests but
have good academic records are admitted on probation
for one year and prohibited to display any indication
of homosexuality (from wearing long hair to entering a
same-sex relationship)

Refusal of entry or the provision of sub-standard
services in commercial establishments. Ambiguous dress
codes and related policies are used to bar LGBTs from
entering establishments that are otherwise open to the
public

Dismissal of lesbian students once school authorities
discover their homosexuality

"Stereotyping" in employment opportunities. Gays are
accepted solely in fields where they presumably excel,
such as the arts, entertainment and beauty industries.
Outside these professions, however, homosexuals are
discriminated in sectors that are typically
male-dominated, such as the military, police and
engineering, and to a certain extent, politics and
government service. Recently, despite the existence of
law that prohibits discrimination on the basis of
sexual orientation in the police force, the leadership
of the PNP expressed their support for the
non-acceptance of homosexuals in the service.
Dismissal due to one's disclosure of sexual
orientation or homosexual relationship, as in the case
of two women working in a human rights NGO, who were
dismissed after they revealed that they are lesbians
and are having an affair.

In some banks, lesbians and gays are denied promotion
due to the presumption that they wish to evade the
"natural responsibility" of creating a family, and
thus cannot be trusted with additional
responsibilities in the office.

The police uses vintage laws like the anti-vagrancy
and anti-public scandal laws to harass, physically
abuse and/or extort from gay men, as in the case of
raids in bars and movie houses where those who are
arrested are forced to give money in exchange for the
dismissal of the nebulous charges against them. These
raids are oftentimes covered by the media and the
arrested men are forced to face the camera and
accommodate interviews.

The anti-kidnapping law is regularly used to break
apart consensual relationships between adult lesbians,
since it is presumed that such relationship could only
exist when one of the partners is forced into it.

The Anti-Discrimination Bill seeks to penalize these
practices to allow Filipino LGBTs to exercise and
enjoy rights and freedoms accorded to all Filipinos.
The bill itself is a product of an innovative
consultation within the community. By criminalizing
discrimination on the basis of sexual orientation and
gender identity, the bill affirms the Philippines'
Bill of Rights and the country's commitment to
international human rights standards.

Action

Please urge the Senate Committee on Labor, Employment,
and Human Resources Development to approve promptly
SBN 1738. Write to the Committee Chairperson, Sen.
Jinggoy Ejercito Estrada, to express your support for
the bill. A sample letter follows.

I am writing to you as a member of the international
human rights community deeply concerned about ending
discrimination toward lesbians, gays, bisexuals, and
transgenders throughout Filipino society. I understand
that several bills have been filed and referred to the
Committee on Labor, Employment and Human Resources
Development that provide comprehensive protections
against discrimination on the basis of sexual
orientation and gender identity in employment,
education, as well as medical and public facilities,
among other realms.

The bills were filed by Senators Luisa 'Loi' Ejercito
Estrada (SBN 165), Miriam Defensor-Santiago (SBN
1641), and Ramon 'Bong' Revilla, Jr. (SBN 1738). The
most comprehensive of all is SBN 1738.
The goal of human and civil rights measures is to
protect all persons equally, without distinction or
discrimination. By enshrining protections against
abuse and discrimination on the basis of sexual
orientation and gender identity, an
anti-discrimination legislation advances the promise
of the universality of rights. These are not claims to
"new rights" or to "special rights", but rather extend
protections for human dignity to include the most
vulnerable groups in society, and to publicize and
prevent the least visible and most easily concealed
violations.

In adopting this legislation, the Philippines would
join the rapidly growing ranks of countries around the
world--including South Africa, Fiji, Brazil, Ecuador,
the Netherlands, Israel, and Costa Rica--that
recognize the importance of national-level
anti-discrimination legislation in the fulfillment of
international human rights standards. Indeed, within
an atmosphere of stigma, discrimination, and lack of
social acceptance toward any social group, enshrining
protection in law is essential not only as a deterrent
to discrimination and statement of values, but also as
an educative tool in itself.

I respectfully urge your committee to approve SBN 1738
as soon as possible. The enactment of a national law
against discrimination on the basis of sexual
orientation and gender identity affirms the human
rights and freedoms that are enshrined in our
Constitution. It also upholds the country's commitment
to international human rights standards, as reflected
in our signing of the Universal Declaration on Human
Rights, International Convention on Civil and
Political Rights, International Convention on Social
and Economic Rights, and the Convention on the
Elimination of All Forms of Discrimination, among
others.

Thank you for your efforts to end discrimination on
the basis of sexual orientation- -and concern
ultimately for the human rights of all persons in the
Philippines.

im crushing on... paul


well hes from this new group named up dharma down of terno records. the first time i liked them was when i saw thier video featuring this twin from sum local star search program. it was sweet. saw them last weekend at sm megamall. they performed as part of HIP's BURN magazine mall tour.

paul is the bassist. i never really noticed him when they were on stage. but soon as i got to meet them backstage, i saw that hes uderly cute. well, not universally cute. lol. hes cute as a button with glasses. lol. amma post some of the pics from the show soon as i get hold of them. buy their newest album which is still out in the market. =P

Lucho, Embassy, MickeyD's, Nuvo, Absinth... (part 2)

So we went to Absinth, its was Fluxxe night. Didnt quite really understand what genre it was. it sounded somewhat punk, pop and dance at the same time. lol. so they were playing songs by kelly clarkson and everyone was dancing and stuffs. all the rest of the songs i wasnt familiar with. there were crazily dressed people. lol. fun night. but i didnt really dance. i dont like dancing when there are few people on the dance floor. i saw raymond gutierrez dancing like kylie minogue. which was cute. =P hes really tall. lol. on tv he looked like hes short. but yea. what else? what else? bianca king was there. a couple of model-ish people. people who are in drag. jp was dancing, denise was hurrying back and forth, dancing whenever shes staying for a drink. andre was sleepy. just sat down. lol. i got a couple of crushes. but yea i didnt bother to go up to them. lol. hmn... joei! wheres the photos?! ill try to post em soon as she emails some to me. lol. muahs to everyone. lol. =P

Lucho, Embassy, MickeyD's, NUVO, Absinth... (part 1)

ill start with posting my pic. lol.


so there, yesterday was different from my usual. so i had to go over to Andre's place and help him out choose the clothes for the party. at the gate at maga, we were made to wait for about 20minutes, cos they had to call Andre's place. lol. ok lang. im used to waiting anyway. lol. when i got to Andre's place, Lucho (his chowchow) greeted me. sooooooooooooosoooooooooooo cute. ill try to post Lucho's pics next time. soon after i finished dressing up Dre, i headed to Cityland to pick up JP. Then we went to Denise's place to get her. soon were off to Embassy.

when we got there, we were made to stand by the photo op wall. reminded me of the usual Grammy walk. lol. i never really enjoyed it. i dont like the feeling of being photographed in public. lol. crap.

soon after, we saw Nate and Joe, togetha with Andre. we all went in Embassy. Inside, we were greeted by people from HIP. The place was crowded. Though there were still space for us to walk through, it was kinda hard for us to get upstairs. but in a bit we found our way up, settled in one place and started to get drinks.

i had two gin tonics. then they started giving away stuffs downstairs. the grand prize, which was a 20K worth guitar, was awarded to ticket holder 902. mine was 904. lol. crap. i never win anything. im so jinxed when it comes to stuffs like these. lol.

then artists started to play. we had to go down so we could get close to this really awesome, and i mean awesome, group DRIFT. fuck, theyre really good. their new album is out, and you gotta check it. sitti, who was my orgmate in AIESEC, soon performed.

we got Chill Out CDs before we left for MickeyD's. nate and joe called for their driver. joei and andre hitched till the lot where they parked their car earlier. denise, jp and i called jaime and got in. we all then headed to MickeyD's near Greenbelt. ate a little. then we all headed to NUVO where joe met some of his friends. andre and joei met some of their friends too.

who did i see that night?

first one i saw was marc nelson, with his girlfriend. then theres this guy who used to host gameplan. the one who has this taco billboard. lol. then i saw keanna reeves with rustom padilla. lol. and i was like "...". and then andre and joei introduced me to hannah. shes so perky. and cute. =P then val, who misheard my name as "margaux". i just said yes cos shes kinda tipsy oredi and its hard for me to explain things. she took a photo of andre, joei and me. she said she gonna post it on her website. i also saw raymond guttierez, with bianca king. uhm.. who else? oh fuck, i forgot to mention, i saw yasmien kurdi in embassy, they had this gma thing goin on. she looked, weird. i thought shed look better in person. but she looked. weird. ionno, prolly it was her make-up. or maybe cos she was running back and forth the lot, drapped in her flowing white gown of sorts. oh, that was where i first saw raymond gutierrez. fuck, im all messed up. lol. it wasnt nuvo where i saw him, it was at embassy. lol.

after nuvo, we had to go to absinth. nate had to go home, cos his mom called him up already. so we went to absinth. it was fluxxe night...

ill talk about it in my next post, cos im getting tired of typing oredi and im hungree. lol.

Think Think Think

I was bloghopping, when i chanced upon a friend of mine's blog. Shes KV, met here when she was still working for HIP. Now shes with Summit Publications. What follows is a copy of her post...

From the author of It's Called a Breakup Because It's Broken and He's Just Not That Into You, Greg Behrendt. It's quite a long read, but definitely worth it. Take your time and contemplate on each point, girls!

1. If a man wants you, nothing can keep him away. If he doesn’t want you, nothing can make him stay.
2. Stop making excuses for a man and his behavior.
3. If you have ANY doubt in your mind about a man's character, leave him alone.
4. Allow your intuition (or spirit) to save you from heartache.
5. Stop trying to change yourself for a relationship that's not meant to be.
6. Don't force an attraction.
7. Slower is better.
8. Never live your life for a man before you find what makes you truly happy.
9. If a relationship ends because the man was not treating you as you deserve then heck, no, you can't "be friends." A friend wouldn't mistreat a friend.
10. Have faith in God regarding your relationship, but don't let faith make you stupid. God does things decent and in order.
11. Don't settle.
12. If you feel like he is stringing you along, then he probably is.
13. If he keeps changing his mind about the relationship, take that as a BIG sign that he is unstable. Do you really want to be with a man like that?

19. You really do have to kiss a few frogs before finding the prince.
20. Always put yourself and your happiness first.
21. Always have your own set of friends separate from his.
22. Maintain boundaries in how a guy treats you. If something bothers you, speak up.

So imma be at the launch. My friend Mon, who works for HIP, invited me and the peeps at the agency, 1979MG. I wonder whatll happen later. lol. Itll be at the Embassy Cuisine. Was there last year for the launch of Armani's new fragance, Mania Femme.

This year, found out two of my friends from college now handle their divisions. Barbs' taking care of the colorants (hair color), while Nicko is taking care of their fragrances. =P
